Richard Balfour
President
Richard provides overall strategic and product leadership for VCORE and is critical to all customer acquisition and implementation processes. Richard has been a leader in both commercial and military applications of real-time simulation and visualization technology for over 30 years, developing Grumman Corporation’s $50 million state-of-the-art real-time simulation facility, and a world-class Intermodal Transportation Simulation System at The National Aviation and Transportation Center.
Over the past decade Richard has successfully applied Balfour’s patented fourDscape® technology to numerous projects related to Homeland Security and Emergency Response, including: Automated Situation Awareness visualization for the NYC 2004 RNC Convention; Virtual Airport Simulation Technology; Command & Control (C2) visualization for the NYC Broadband Wireless Public Safety Network; Surveillance Sensor integration and visualization at the 2009 Rose Bowl Parade; Times Square NYC visualization for building security; DHS-sponsored Anaheim Convention Center C2 solution; DHS-sponsored Regional Common Operating Picture (NYC/L.I.); LIRR Railroad Incident Command Center; and C2 visualizations for Stony Brook University campus security, and the Monmouth County N.J. Sheriff’s Dept.
Richard continues to assume overall responsibilities to ensure the quality and applicability of the company’s fourDscape® technology products and services, and his expertise and experience in real-time data visualization can be directly applied to deliver enhanced situation awareness with fourDscape® for a diverse set of advanced applications and integrated solutions. Dr. Robert Balfour
Chief Technology Officer
Dr. Balfour leads the technology development efforts for VCORE and has been the key R&D driver for the award-winning fourDscape software platform. Dr. Balfour has over thirty-five years experience developing real-time situation awareness displays and controls, integrating both real and simulated sensor suites, ranging from region-wide situation awareness, down to situation command and control in the cockpit of a fighter jet. His expertise and experience in real-time systems integration and visualization, especially applied to emergency preparedness and response, provides the technical leadership necessary to produce integrated real-time systems with diverse sensor suites, including camera systems, tracking systems, imagery, etc., visually mapped and correlated into a Regional Operating Picture to facilitate planning and analysis at all levels.
Dr. Balfour has led the development of the award-winning, patented fourDscape® spatial-temporal data visualization tool, which has been effectively applied to deliver valuable situation awareness to the planning, training, evaluation and response activities for Homeland Security solutions. He spent fifteen years at Grumman Aerospace in the realtime software development and simulation field.
He has a Bachelor’s degree with highest honors from Hofstra University, a Master’s degree from Stony Brook University, and a PhD from Barrington University, doing his dissertation thesis on Temporal Visualization and Computer-generated Holography. In 2011, Dr. Balfour was recognized with the prestigious National Tibbetts Award for excellence in Small Business Innovative Research.
Dennis Amodio FDNY Rescue 1 Special Operations (Retired)
Director of fourDscape
Dennis specializes in product strategy, partnerships and deployment. He is a seasoned facilities risk assessment specialist and the founder of Homeland Security Consultants, Inc., bringing more than 40 years of diverse experience across public safety, emergency response, and infrastructure security. He is widely recognized for his ability to partner with building owners and security professionals to identify vulnerabilities, design effective mitigation strategies, and strengthen preparedness against fire, crime, and environmental threats. Over the course of his career, Dennis has assessed hundreds of schools and public institutions across New York, New Jersey, and Florida, consistently enhancing safety, resilience, and security planning. His extensive expertise in building infrastructure, technology integration, and protection of critical assets positions him as a trusted advisor to organizations seeking to balance operational needs with robust safety protocols.
From 2011 to 2015, Dennis served as Safety Division Director for Project SAFEguard at the Applied Science Foundation for Homeland Security in Bethpage, NY. In this role, he led initiatives supporting K–12 and higher education institutions through the deployment of advanced digital mapping tools, enabling schools and first responders to share surveillance and floor plans to significantly improve emergency response coordination.
Dennis is also a decorated and retired member of the New York City Fire Department, where he served with Rescue 1, Special Operations—one of the most elite rescue units in the country. His FDNY career encompassed engine and ladder work, high-rise incidents, and complex collapse rescues. He was actively involved in both the 1993 and 2001 World Trade Center rescue operations, experiences that continue to shape his perspective and commitment to safety and risk management.
Heather Harer

Heather specializes in business growth and development, marketing and product strategy supporting security professionals, schools, law enforcement, public safety, and companies to foster collaboration and drive innovative software integrations. She is known for her ability to bridge organizational needs with clear, client-focused solutions.
With more than a decade of executive-level leadership in the security industry, Heather has built a reputation for cultivating long-term partnerships, delivering client-focused service, and developing success models that drive natural client growth, partnership, and retention. Her expertise spans multiple industries—including education, government, healthcare, corporate, and non-profit—where she has consistently advanced best-in-market security strategies and solutions.Heather’s leadership emphasizes strategy and communication, ensuring smooth alignment between stakeholders while keeping client needs at the center of every initiative. Her professional foundation in K–12 education as a counselor, coupled with her service as an elected school board Official and member of multiple municipal committees, shaped her lifelong commitment to student and public safety.
Today, she continues that mission by advising organizations on how to strengthen security infrastructures, enhance operational readiness, and create safer, more resilient environments through collaborative, client-driven strategies.

Bill Leone
While CFO at Power Management Concepts, LLC Bill was responsible for the financial reporting at VCORE and supports overall business development activities. In his role as President of WSI Holding Corporation, Bill has invested in various startup companies helping them raise capital, restructure and institute meaningful financial reporting. As CEO of Waste Services, Inc., he was responsible for building the company into a $25 million environmental service firm by acquisition and business development. Prior to WSI he was with KPMG.
Mr. Leone is a certified public accountant with a B.S. in Accounting from Manhattan College and an M.B.A. from New York University.
Eduardo Browne
Eduardo Browne has been involved in providing leading edge technology solutions and services to the global market for over 30 years. He has established and managed key strategic relationships at senior decision making levels with global firms as well as Government institutions. He successfully developed and exited an information technology integrator with fortune 50 strategic partners such as Sun Microsystems, Oracle, Itochu Corp. and Toshiba. Over the years he has been a speaker and moderator in various conferences. Eduardo currently serves as Chairman and Board member of an Agricultural Enterprise including a non-for profit focused on East Africa. He is an engineer and holds degrees from the State University of New York and Syracuse University.
